The Central Environmental Protection Inspection Office Reports on Air Pollution Prevention Issues in Tianjin.
Xinhua News Agency, Tianjin, December 1 (Reporters Xu Siyu and Gao Jing) — The fifth batch of the third round of central ecological and environmental inspections is underway. On December 1, typical cases were released, highlighting air pollution control issues in Tianjin City.
The inspection report pointed out that in 2024, Tianjin’s proportion of days with good or excellent air quality was 73.2%, 14 percentage points lower than the national average. The average concentration of fine particulate matter (PM2.5) was 38.1 micrograms per cubic meter, 8.8 micrograms per cubic meter higher than the national average. In Tianjin, environmental management in some traditional industrial clusters has been lax and inadequate; the control of volatile organic compounds (VOCs) in key industries has been ineffective; and the issue of falsified vehicle emission tests has been particularly prominent.
In March 2020, relevant national authorities pointed out that two industrial clusters in Jinghai District, Tianjin, had issues such as low levels of production technology and equipment and inadequate pollution-control facilities, and called for a comprehensive inspection and remediation effort. The inspection revealed that the remediation plan for the steel-related industrial cluster in Daqiu Zhuang Town did not set quantitative targets, nor did it specify detailed measures or establish clear deadlines for completion. As for the hardware products industrial park in Shuangtang Town, its remediation plan was only formulated in February of this year. Both of these industrial clusters suffer from lax environmental management, and pollution problems remain prominent. In September of this year, the inspection team also found that some enterprises were conducting illegal open-air painting operations, and their exhaust-gas collection systems were virtually ineffective.
Tianjin has a large number of enterprises operating in industries that emit VOCs, making them a significant source of air pollution. The inspection team pointed out that, according to requirements from relevant national authorities, key regions for air pollution control were supposed to have basically completed the sealing upgrades of volatile organic liquid storage tanks by the end of June 2022. As of November this year, however, 45 out of Tianjin’s 170 finished-oil storage tanks still had not undergone the required renovations—among these, only 8 of the 16 tanks belonging to Tianjin International Petroleum Storage and Transportation Co., Ltd. have been upgraded. The inspection team found that some enterprises in Tianjin have been inadequate in their VOCs management efforts, with prominent issues of illegal discharge. For instance, Tianjin Dagou Chemical Co., Ltd. has been using its emergency flare system—as if it were a regular facility for controlling atmospheric pollution—and between March and October of this year, the company illegally emitted exhaust gases more than 200 times. Moreover, several rubber enterprises have lagged behind in constructing VOCs treatment facilities, and the facilities they have built have proven ineffective, resulting in long-term direct emissions of waste gases.
During spot checks, the inspection team found that Gaoke Motor Vehicle Inspection Co., Ltd. used uncalibrated filters to issue false inspection and testing reports for 16 diesel trucks; Chao Yi Motor Vehicle Inspection Co., Ltd. issued fraudulent inspection and testing reports for 81 motor vehicles. The Tianjin Institute of Metrological Supervision and Testing also violated regulations by issuing calibration certificates to Chao Yi Motor Vehicle Inspection Co., Ltd.
The inspection team stated that it will further investigate and verify the relevant information and carry out subsequent inspection work as required.
