He emphasized that the new facility will rigorously adhere to six core development principles—high standards, superior quality, full‑specification compliance, rapid delivery, exceptional service, and green, low‑carbon operations—to meticulously build a state‑of‑the‑art, modern, green, and intelligent factory that sets industry benchmarks. Backed by a stringent and comprehensive management system, it will steadfastly safeguard both product quality and workplace safety, while delivering sincere, dedicated service to every customer and reciprocating the trust of each partner.
Regarding Youfa Group’s establishment in Xinjiang, Zhou Tao, head of the Urumqi Economic and Technological Development Zone, stated that the group’s newly launched spiral steel pipe production base project in the zone precisely aligns with the capital city’s industrial development priorities and the region’s resource endowments, marking a landmark collaboration characterized by complementary strengths, mutual empowerment, and win-win growth.

He emphasized that the Economic Development Zone will uphold the service philosophy of “dedicating ourselves to creating value for enterprises,” firmly embrace the work orientation of “projects first, service paramount,” provide end-to-end project oversight, ensure comprehensive support for key resources, and address construction challenges throughout the entire lifecycle—all to guarantee that projects enter production and deliver results as swiftly and efficiently as possible. He expressed his hope that Youfa Group will continue to deepen its presence and expand its footprint in the zone, taking this groundbreaking ceremony as a fresh starting point to strengthen all‑round cooperation, seize development opportunities together, and share in the benefits of industrial growth.
Regarding why Xinjiang was chosen as Youfa’s 14th production base, Youfa Group Chairman Li Maojin emphasized that this decision aligns with the group’s strategy of “local sourcing, local manufacturing, and serving the local market,” aimed at building a comprehensive steel pipe portfolio to serve Xinjiang and extend its reach into Central Asia.
Li Maojin, Chairman of Youfa Group
He solemnly stated that Xinjiang Youfa will uphold the two cornerstone principles of quality and integrity that have long guided the Youfa Group, integrating and embedding the “win-win cooperation” culture of Youfa into every stage of its development in Xinjiang. Working hand in hand with its broad network of partners, the company will accelerate the high‑quality, rapid, and standards‑compliant construction of its projects, strive to bring them into operation and realize their full potential at an early date, and make even greater contributions to Xinjiang.
He also emphasized that Youfa Group’s investment in establishing a factory in Xinjiang is not the result of cutthroat industry competition, but rather reflects the company’s corporate ethos of “self-discipline and altruism, collaboration and progress,” fostering healthy competition‑cooperation with local enterprises to jointly build a sound industry ecosystem. Looking ahead, the Group will remain committed to the principle of “collaboration for sustainable development and compliance for long-term success,” leveraging its Xinjiang base to align upstream and downstream partners in concerted growth, strictly adhering to compliant operations and honest tax practices, accelerating project implementation, and contributing the “Youfa contribution” to bolstering Xinjiang’s economic development.
Shen Lin, Vice Mayor of Urumqi, announced the launch of the project.
Subsequently, Urumqi Vice Mayor Shen Lin, Economic Development Zone Director Zhou Tao, Municipal Bureau of Natural Resources Director Mu Xiaodong, Xinjiang Bayi Steel General Manager Zhang Zhigang, Kunyu Steel Deputy General Manager Li Dongli, Youfa Group Chairman Li Maojin, Group Deputy General Manager Li Maoxue, Xinjiang Jinfubo Chairman Li Maozhi, Xinjiang Northern Steel International Logistics Park Chairman Wang Junhua, and Xinjiang Youfa Chairman Yu Zhanjun proceeded to the groundbreaking site. Holding shovels adorned with red ribbons, they jointly laid the foundation by piling earth, while construction vehicles sounded their horns in unison and ceremonial cannons boomed. This marked the official commencement of a key project through which Youfa Group is expanding into the Northwest market, signaling the group’s formal launch of a new phase of development aimed at establishing a strategic foothold for the Silk Road pipe‑material industry.
The Xinjiang Youfa Northern United Pipe‑making Project is a core initiative in Youfa Group’s strategic plan to “grow from tens of millions of tons to hundreds of billions of yuan,” with the Northwest region serving as its pivotal focus. Covering a total area of 123 mu, the project boasts a planned total investment of RMB 400 million and envisions the construction of five state-of-the-art automated spiral welded pipe production lines. The pipes can reach a maximum diameter of 4,220 mm, with a designed annual capacity of 200,000 tons. The entire production line is engineered to meet the stringent standards of oil and gas projects, featuring specially developed corrosion‑resistant, high‑pressure‑rated specialty pipes tailored to Xinjiang’s extreme cold, sandstorms, and significant temperature fluctuations—thus precisely filling the gap in Youfa Group’s own manufacturing capacity in the Northwest.
Soil-adding and Foundation-Laying Ceremony
The groundbreaking ceremony concluded successfully, marking the official entry of the Xinjiang Youfa project into a phase of accelerated construction. Moving forward, Xinjiang Youfa will press ahead with full speed on site‑level engineering works, rigorously managing quality, safety, and environmental performance to ensure compliance with all relevant standards. The company aims to achieve production and operational efficiency by spring 2027. Rooted in the real economy, it will deepen its presence in Xinjiang, collaborate closely with upstream and downstream partners across the regional industrial chain, and jointly lay a solid foundation for the development of the Northwest’s pipe‑manufacturing sector—enabling smart‑manufacturing pipelines to connect the Silk Road across thousands of miles.
