Major Deal Signed! Xinjiang Youfa’s Strategic Partnership with JianTou and Ruiyang Officially Takes Effect
Strengthening industrial chains and pooling strengths, with mutual empowerment. On September 1, Xinjiang Youfa Steel Pipe Co., Ltd., a subsidiary of Tianjin Youfa Group, officially signed a strategic cooperation agreement with Urumqi Economic and Technological Development Zone Construction Investment & Development (Group) Co., Ltd. and Xinjiang Ruiyang Technology Development Co., Ltd. The formal signing of this agreement marks the transition of a new regional industrial‑collaboration model—where state‑owned capital provides platforms and resource‑driven scenarios, Youfa Group contributes capital, technology, professional management, and brand‑channel networks, and Ruiyang Technology supplies production facilities—into the stage of joint implementation. The three parties will engage in deep, multidimensional collaboration across multiple fronts, including industrial ecosystem development along the Silk Road and green, low‑carbon manufacturing.
Zhang Xinyong, General Manager of Urumqi Economic and Technological Development Zone Construction Investment and Development (Group) Co., Ltd., along with Deputy General Managers Ji Qiong; Yang Chengjie, Chairman of Xinjiang Ruiyang Technology Development Co., Ltd., together with General Manager Liu Li and Chief Financial Officer Guo Yan; Chen Guangling, General Manager of Tianjin Youfa Steel Pipe Group Co., Ltd.; Yu Zhanjun, General Manager of Xinjiang Youfa Steel Pipe Co., Ltd.; Liu Kunliang, General Manager of Xinjiang Youfa Northern United Pipe Industry Co., Ltd.; Tang Peng, General Manager of Xinjiang Hesheng Haoyuan Trading Co., Ltd.; and Li Pengju, General Manager of Xinjiang Jiuqianhe Steel Co., Ltd., among other distinguished guests, attended and witnessed the signing ceremony. Representatives from all three parties formally signed the agreement on site, exchanged handshakes, and posed for a group photo, jointly marking this significant moment.
As a key strategic initiative in Youfa Group’s expansion into Xinjiang, this tripartite agreement—following the groundbreaking ceremony for the Xinjiang Youfa Northern Spiral Pipe Project on August 14—represents another pivotal step in strengthening the region’s steel pipe production capacity and fostering a robust supply-chain ecosystem. With strong government support, the deep collaboration between Xinjiang Youfa and Ruiyang Technology marks Youfa Group’s transition from a sole focus on spiral pipes to a comprehensive manufacturing footprint in Xinjiang, encompassing four major categories of welded steel pipes. This move establishes an efficient closed-loop production system in the Northwest market and significantly enhances the region’s ability to ensure a stable supply of steel pipes. Meanwhile, the project’s implementation will facilitate the full utilization of upstream and downstream supply-chain resources within Xinjiang, bolstering the province’s manufacturing base and taking a solid step toward opening up export channels for steel pipe products to Central Asia, thereby contributing to the qualitative upgrading of regional economic and trade cooperation.
