Tianjin: Completed the national crude steel reduction task for four consecutive years

According to the Tianjin Municipal Bureau of Ecology and Environment, in recent years, Tianjin has deployed 24 key tasks across five major areas including accelerating the green transformation of development methods and deeply carrying out pollution control, planning for green development.

Tianjin promotes the green transformation of traditional industries and resolutely curbs the blind development of high energy consumption and high emission projects. For four consecutive years, the national crude steel reduction targets have been met, with the elimination of 11 biomass boilers under 2 tons/hour and 600,000 square meters of ceramic production capacity. All 12 brick and tile enterprises have been completely shut down and eliminated, and coking enterprises have been closed or transformed. A clean and safe energy system has been built, with efforts to reduce local coal-fired power consumption. In 2024, the entire city... Coal consumption decreased by 1.9423 million tons year-on-year, achieving the phased coal control target. The proportion of local coal power generation units dropped below 40%. New energy and clean energy have been vigorously developed, with non-fossil energy installed capacity increasing 3.8 times compared to 2020, accounting for 41% of total power installed capacity, and the share of non-fossil energy consumption rising to 13%.

Tianjin actively promotes the construction of a green transportation system, studies and formulates a green port indicator system, and has built a zero-carbon smart terminal. Within Tianjin Port... Coke cargo short-distance transfer by container trucks has achieved 100% clean transportation. The interim measures for carbon emission trading management and carbon inclusive management measures have been formulated and improved, with the carbon market maintaining a 100% compliance rate for nine consecutive years.

Tianjin focuses on PM2.5 control, strengthening the joint management of four sources: fixed sources, mobile sources, living sources, and area sources, significantly reducing pollutant emissions. A series of governance projects have been completed, including ultra-low emission transformation of steel enterprises, benchmarking governance of flat glass enterprises, and upgrading of waste incineration enterprises. The city has 552 enterprises rated A, B, and leading in performance, an increase of 157% compared to 2020.

In 2024, Tianjin's annual average PM2.5 concentration reached 38.1 micrograms per cubic meter, a year-on-year decrease of 8%, with the proportion of good air quality days reaching 73.2%, an increase of 9.6 percentage points year-on-year. As of August 30, 2025, the city's annual average PM2.5 concentration reached 33.71 micrograms per cubic meter, a year-on-year decrease of 12.8%, with the proportion of good air quality days reaching 77.7%, an increase of 12.3 percentage points year-on-year. From August 30 to 31, the city's PM2.5 continuously maintained a first-level excellent level.

In addition, Tianjin has strengthened legal safeguards, issuing and implementing atmospheric pollutant emission standards for gas stations and soil pollution risk control standards for construction land, revising... Welded pipe and other eight key industry performance rating guidelines, improving the "white list" system for heavy pollution emergency response trucks. Comprehensive use of satellite remote sensing, mobile monitoring, drone inspection, infrared imaging, and other technical means for pollution source tracing has been implemented, achieving digitalization and full-time precise supervision of atmospheric pollution emissions.
